I think that Winston is trying to state that in the olden days there was such things like love and desire but nowadays for him there is no such things. The only two emotions that is felt when your doing it is only fear and hatred. So them doing it, it's like saying that this is their first step toward rebelling against the Party. There Political Act for going against what the Party believes. "Their embrace had been a battle, the climax a victory. It was blow struck against the Party." For Winston and Julia it could be a new beginning because they both started to have feel emotions other then fear and hate.
